About the Plans

Yuba County General Plan Update

The General Plan is a policy document required by California State Law that serves as the County’s roadmap to guide long-term development.
The General Plan will address future growth, land use decisions, transportation and other public facility investments, public safety, and overall community development in unincorporated Yuba County.

The focus of this General Plan Update is to:

Update economic strategies across General Plan policies and implementation programs

Make targeted land use and transportation adjustments

Add an Environmental Justice Element

Address changes in state law since the last update

Yuba County has grown and evolved since the General Plan was adopted in 2011.
The County is now updating its General Plan to reflect current community values, priorities, and challenges. The General Plan Update will help:

Boost the local economy by encouraging jobs and long-term economic stability.
Advance equity by making sure every community has safe neighborhoods and fair access to services.

Environmental Document

CEQA

The General Plan Update is subject to the California Environmental Quality Act (CEQA), and the County will prepare an environmental document to identify environmental impacts and feasible ways to reduce those impacts.

Plumas Lake Specific Plan Update

The Plumas Lake Specific Plan identifies the type and location of development in the Plumas Lake area, along with the parks, open space, and public facilities and infrastructure needed to serve this development.

The focus of this Specific Plan Update is to:

Refine allowable land uses and development density within the Specific Plan Area, possibly considering an expanded Specific Plan Area.

Create clearer, more objective development and design standards to streamline project review.

Update infrastructure planning for water, sewer, drainage, transportation and open space to reflect current conditions and long-term buildout needs.

Last amended in 1993, the Plumas Lake Specific Plan Update will help:

Plan for a more complete, connected community with new destinations, gathering spaces, and housing choices.
Improve mobility for everyone with better bike/pedestrian routes, transit options, and planning for a future passenger rail station.
Grow local services and amenities to keep jobs and spending in the County.

Environmental Document

The Plumas Lake Specific Plan Update is subject to the California Environmental Quality Act (CEQA), and, as with the General Plan Update, the County will prepare an environmental document to identify environmental impacts of development under the Specific Plan and feasible ways to reduce those impacts.
